Bought a new power brick this morning. It outputs 8.98V, but the board still doesn't charge and the LED light is red and REALLY faint.

Hmm. If you look at the MCP73864-I/SL datasheet, on page 16 there is a flow diagram of its operation. STAT1 refers to the green LED and STAT2 refers to the red. You'll see that there is only one place that STAT1=off and STAT2=on. Try to follow the possible paths from "Initialize" to that point and check your circuit voltages at the relevant chip pins. Perhaps you will find a clue as to why it wouldn't charge.
