For the initial measurements for the J1 pads and the B+/- to COM, my DMM is starts at 8 Mohms and slowly rises. The webpage indicates that I should be seeing an open circuit, so am I doing something wrong with my measurement technique or what should I be looking for on my board?

8M is about as good as an open circuit in this regard. You're seeing capacitance charging effects.
